I doubt Pac has ever even been to India.
Yes, India is safe to travel. You have heard cases of tourist women being raped etc...but consider that the media always tends to highlight all the bad cases. For every woman being raped there are 10000 women enjoying their trip, and many other less-reported cases of rape in Western countries. India may not be as safe as, say, London, but it's unreasonable to not go because you're afraid for your safety.
Just stay off the alleys at night and you will be fine. Imagine you were in Oakland or New York. Don't do stupid things.
Things you should be worrying about:
1. Theft. Do not leave ANYTHING out of sight.
2. Stay off the back alleys.
3. Find a decent hotel. Don't take a cheap hotel, cuz the beds suck. 5-star hotels in India are fairly cheap.
4. Cross the road carefully. If you live in India the cars are no problem, but newcomers may be intimidated.
5. Take transportation. There are lots of "autos" (three-wheelers) and taxis in India - lots. They are very cheap.
